With 18 years of U.S. and international experience in a diverse range of water and wastewater projects, Ms. Foster is one of CDM Smith’s leading alternative delivery practitioners. She is a board member of the Water Design-Build Council and an expert in regulatory and market drivers facing water/wastewater project owners.
  • Peter T. Bailey. Over the course of his three-decade career, Mr. Bailey has been responsible for the implementation of over $400M in construction project activity. He has helped many CDM Smith clients explore and optimize alternative delivery of key projects, including CMAR and design-build approaches.
  • Doug Varner, PE. Mr. Varner is a civil engineer with experience working on diverse projects, including delivering projects through design-bid-build, CMAR, and the design-build delivery methods. His experience includes serving as principal in charge, project manager, construction manager, and inspector for capital improvement projects for private and municipal customers. Mr. Varner has helped several clients successfully plan and execute their first alternative delivery projects.
